The 20-point plan envisages Gaza as “an area free from radicalization and terror that does not pose a threat to neighboring countries”. In a separate point, it declares the area will be “redeveloped for the welfare of the Gaza residents, who have experienced immense suffering”.

Importantly, and contrary to the vision of some of the far-right allies of Netanyahu, Israel will not occupy or incorporate the land, which was home to 21 communities established by Israel before their populace was removed in 2005.

Nor will any individual be forced to leave Gaza territory, the proposal assures. People who wish to leave will be allowed to do so freely and granted reentry.

The Hamas organization will not be allowed any participation, “in any capacity”, in the future governance of the area.
